- Provide a reference and standard bases to measure the performance of government agencies and institutions and official and non-official bodies and to promote positive competition among them and the dissemination of the culture of human rights.
- Measuring the progress and development in the performance of government agencies based on the standards and requirements of the application of human rights conditions.
